THE Youth and Sports Ministry has come up with a Frequently Asked Questions (FAQ) on sports and recreational activities.
The FAQ serves as a guide for the Malaysian public on what are the Dos and Don’ts with regard to sports under the conditional movement control order (MCO).
The conditional MCO that has been implemented in Selangor and the Federal Territories of Kuala Lumpur and Putrajaya is from Oct 14-27.
The SOPs (standard operating procedures) for the conditional MCO in Selangor, Kuala Lumpur and Putrajaya are different from the one set for Sabah, which is also under a conditional MCO but with stricter rules.
The FAQ:
Q: Am I allowed to undergo sports and recreational activities throughout the conditional MCO period?
A: Yes. Sports and recreational activities are allowed throughout the conditional MCO period, but with restrictions. The activities that are allowed must be done individually and must not involve more than 10 people. They must be conducted in open areas and any such activity must be in compliance with the rules set by local authorities. This includes obtaining the required permission to use the public facilities. Contact sports, however, are not allowed.
Q: Are the SOPs for sports and recreation for the conditional MCO that is in effect for Kuala Lumpur, Putrajaya and Selangor the same as that used in Sabah?
A: No. These SOPs in this FAQ are only for use in Kuala Lumpur, Putrajaya and Selangor. The SOPs for Sabah are subject to the consideration of the state authorities.
Q: What is restricted under the Sports and Recreation SOP?
A: Swimming, activities in indoor areas and activities with physical contact are restricted. Organising matches which involve team sports as well as sporting competitions or tournaments are not allowed.
Q: As an operator of a gym and fitness centre in a shopping mall in Kuala Lumpur, can I allow customers to come and use the facilities in my premises to exercise?
A: No. Members of the public are not allowed to partake in sports and recreational activities that are held indoors. However, business operators are free to conduct economic activities that are not related to physical activities, such as product sales, registration of new members, and more.
Q: I am a coach of a community football team that is based in Selangor. Am I allowed to organise a friendly match at a commercial field located in Kuala Lumpur during the conditional MCO?
A: No. Any form of sports and recreational activities that involve physical contact is prohibited throughout the conditional MCO period.
Q: Am I allowed to exercise at the garden area within my house’s gated compound?
A: Yes. Sports and recreational activities that are conducted alone, or with an individual that lives in the same house, are allowed.
Q: I am a sports facilitator at an apartment in Putrajaya. Are facilities such as swimming pools, gymnasiums allowed to be used by the tenants?
A: No. Sports and recreational activities that are held indoors such as at gymnasium, as well as water activities such as swimming, are among those in the restricted list.
Q: Our e-sports association have planned to organise a national esports tournament from Oct 17 to Oct 18. Are we allowed to organise this competition?
A: Yes. The organising of sports activities that are conducted online are allowed, as the participants are confined to their own homes only.
Q: I am a participant of a virtual running event from Negri Sembilan and I have plans to continue my run at a lake park in Kuala Lumpur on Oct 25. Am I allowed to do so?
A: No. Interstate movements which involve crossing Negri Sembilan into a zone under conditional MCO for physical sports activities are not allowed.
Q: Our sports association is planning an annual general meeting on Oct 17 at a hall in Selangor. Can our association do so?
A: The annual general meeting should be held online. Meetings that involve a large gathering of individuals are not allowed throughout the conditional MCO period.
Q: I am planning to organise a casual cycling activity with my family members at the locality nearby my house. Am I allowed to do so under this conditional MCO phase?
A: Yes. Individual cycling activities that involve not more than 10 people at an open area is allowed throughout the conditional MCO period. This is limited to the same district only.
Q: About eight of my friends have invited me to an aerobics exercise at the open space near our housing area in Selangor. Am I allowed to do so?
A: Yes. Sports and recreational activities that involve not more than 10 people are allowed. Physical distancing rules (between three and five metres) must be adhered to.
Q: Are football league matches allowed to be held during the conditional MCO period?
A: Any form of matches, competitions or tournaments throughout the conditional MCO period are not allowed. The organisers must reschedule matches to another date and must adhere to the rules set by the government.
Q: I am an employee of a national sports association based in Kuala Lumpur and I handle administrative work. Am I allowed to go to work during the conditional MCO?
A: Yes. Office operations and administrative work that do not involve physical sports and recreational activities is allowed throughout the conditional MCO period. However, working from home is highly encouraged.
Q: If I live in a state or locality that is not under conditional MCO, am I allowed to partake in sports and recreational activities?
A: Yes. Sports and recreational activities are allowed at areas that are not under the conditional MCO. Every individual must adhere to the latest SOPs on sports and recreational activities that have been set by the National Security Council.
Q: Where can I obtain information on the sports and recreation sector during the conditional MCO period?
A: The public can access information on the sports and recreation sector SOPs at www.mkn.gov.my or www.kbs.gov.my
